To provide quality affordable housing; link residents with resources that can stabilize their housing; and move residents beyond poverty, where possible.

2014 Accomplishments
  • We recruited and retained 16 CPO residents for a new AmeriCorps program. In addition to gaining work experience, participants will receive support to find and retain jobs after completing their one year of service.

  • We served 49 CPO residents in cpoWORKS, an individualized employment program. Twenty participants obtained or maintained employment and another 18 individuals made progress towards employment. 

  • We obtained a $40,000 grant from William J. and Dorothy K. O’Neill Foundation to develop and implement a new database (Efforts to Outcomes) to better support the provision and evaluation of family-focused services.

  • AmeriCorps members served 106 CPO children ages birth-5 in the new Building Blocks program. Members delivered a new, age-appropriate book to each child every month and showed parents tips for developing early literacy skills in young children.

  • We developed a pilot program with community partners, resulting in a commitment from 20 Weinland Park residents to work on goals for themselves and their children for at least one year with individualized coaching, incentives, and peer support.

2015 Goals
  • We will pilot a parenting program called Nurturing Moments, adapted from the evidence-based program Nurturing Parenting. Sessions will include a family meal followed by an interactive discussion-based parent group with separate children’s activities.

  • We will develop, implement, and refine our new Supportive Services database (Efforts to Outcomes) to include real-time reports to monitor service delivery, data entry, and program results.

  • We will pilot a transitional jobs initiative in partnership with Godman Guild and in coordination with existing cpoWORKS services and resources.

  • We will enroll at least 55 CPO residents as cpoWORKS members working toward employment and/or educational pursuits with at least 75% of members achieving employment or continuing to make progress.

  • We will deliver at least 10 monthly CPO Building Blocks book sessions to 150 CPO children ages birth-5 with at least 75% of 3-5 year olds achieving improvements in early literacy skills.


In 2003, Ohio Capital Corporation for Housing (OCCH) began the Community Properties of Ohio Initiative (CPO Initiative) by acquiring a large, scattered-site Section 8 housing portfolio in Columbus, OH that struggled historically with poor maintenance, high crime, severe poverty, and limited social and financial resources. In cooperation with university and other community partners, OCCH facilitated a $133 million rehabilitation and created a mission-driven property management company, Community Properties of Ohio Management Services (CPOMS) to transform this portfolio for the benefit of the community.

Community Properties Impact Corporation (CPO Impact) is a nonprofit organization that functions as the supportive services division of CPOMS. The CPO Initiative includes more than 900 units in almost 200 buildings in six urban Columbus neighborhoods. Leaseholders are predominantly young, single, African-American women with children. In a given year, more than 900 children less than six years old and 400 youth ages 6-17 live in CPO Initiative units. About one-third of leaseholders have less than a high school diploma or GED. Fewer than half have any income from employment.

CPO Impact strategies are designed to achieve five key objectives: 1) stable housing; 2) safe neighborhoods; 3) resident growth, including moving beyond poverty where possible; 4) successful children; and 5) community learning. General strategies to achieve these objectives include outreach and engagement activities; stabilization of physical and mental needs; and more intensive programs for residents or their children to achieve education, employment, school readiness, or school success. Services are provided directly when necessary or through linkages to services in the community.

In 2015, the CPO Initiative was honored with the Visionary Housing Award by the National Housing Conference in Washington, D.C. and received the NAHMA Communities of Quality recognition for all of its properties.

CPO Impact was established to provide quality affordable housing and linkages to stabilize residents in their housing. Many residents desire opportunities to move beyond poverty, yet most drastically lack the resources needed to make this possible. Effective property management isn't enough to actuate transformational change. As a result, CPO Impact secures adequate resources, funds, and partnerships to achieve success in moving residents beyond poverty. Meaningful relationships with residents provide insights into their goals, barriers, and needed resources. These insights allow us to develop effective strategies, identify resources, and collaborate with community partners. In 2013, CPO celebrated its 10th anniversary. We remain focused on continuous improvement and greater impact. We continue to evaluate initiatives and implement innovative strategies to positively affect core objectives and promote resident growth.

Ms. Isabel Toth joined Ohio Capital Corporation for Housing (OCCH) in 2000 as chief of asset management and was promoted to chief of staff in 2004. She is president and CEO of CPO Management Services and CPO Impact, affiliates of the Ohio Capital Corporation for Housing. She has extensive experience in property management, stabilizing troubled assets, and acquisitions, and is widely respected for accomplishments in team building and implementing management best practices. Ms. Toth maintains several housing certifications, including National Affordable Housing Professional Executive, Housing Credit Certified Professional, Nonprofit Housing Management Specialist, and Specialist in Housing Credit Management. She is a certified Bridges out of Poverty trainer and holds a real estate broker’s license. She serves on the board of directors of the American Association of Service Coordinators and the National Affordable Housing Management Association Educational Foundation.

Dr. David H. Campbell, Chief of Staff

Dr. Campbell became the chief of staff for Community Properties of Ohio Management Services in 2004, with primary responsibility for implementing management systems to build a customer-focused, mission-driven culture of continuous improvement. This included implementing a balanced scorecard approach to strategic planning and performance management, with supporting operational metrics; leadership and team development; staffing and staff development. He is the executive vice president of CPO Impact. Dr. Campbell has worked for nearly two decades doing organizational development consulting, primarily with larger organizations. As a facilitator with the Chief Executive Network for over 13 years, he worked with senior executives from hundreds of companies, large and small, to share expertise and improve organizational performance. Dr. Campbell received his Bachelors and Masters of Psychology degrees from Brigham Young University, and his doctorate from Purdue University.

Mr. Barry Stayer, Chief Financial Officer & Treasurer

Mr. Barry Stayer joined Community Properties of Ohio Management Services in July 2013 as chief financial officer and serves as treasurer of CPO Impact. He provides asset management level oversight on financial projects as well as overseeing all day-to-day operations of the accounting department. He has over 20 years of finance and accounting experience in the nonprofit, public, and affordable housing industry. Mr. Stayer has demonstrated a strong commitment to nonprofit organizations, serving as a member of the board of trustees for a number of organizations, as well as serving on finance committees and performing financial reviews for several small nonprofits. He holds a Bachelor of Science in business administration and finance from The University of Akron.

Dr. Nancy Hood, Secretary & Director of Supportive Services

Dr. Nancy Hood has almost 15 years of experience in program planning, program evaluation, and applied research. She earned her doctorate from The Ohio State University in public health with a focus on individual, social, and environmental approaches to behavior change. She has worked in local and federal government, academic, and nonprofit settings. Dr. Hood has conducted evaluation and research projects with CPO periodically since 2005, including her dissertation study about smoke-free housing policies. In 2013, she joined CPO as director of supportive services. She plans to apply her broad skills in program planning and evaluation to build on and expand the strong foundation of services and initiatives at CPO Impact.

Community Properties Impact Corporation dba CPO Impact


Coaching is a newer component of CPO Impact’s services developed through the cpoWORKS program to provide long-term, resident-centered support focused on positive growth. The foundation of coaching is a supportive relationship that also holds residents accountable to rules and commitments. Participants also assess their own priorities, set and monitor goals, earn incentives, and develop new sources of peer support. Coaching is currently being pilot-tested with low-income families with children ages birth-10 in Weinland Park through a program called Next Doors. Next Doors was developed as part of the Family-Centered Community Change (FCCC) initiative by four key anchor organizations including CPO. A key assumption of FCCC and Next Doors is that the generational cycle of poverty can only be broken by addressing at least two generations--both the children and adults in the family.

Employment Initiatives

cpoWORKS provides general coaching support for residents pursuing employment goals as well as specific training and support in career exploration, job searching, interviewing, transitioning to employment, and maintaining employment. In the past year, cpoWORKS was expanded to include residents pursuing GED or post-secondary education. CPO also began an AmeriCorps program that provides a one-year service opportunity for residents. AmeriCorps members also become cpoWORKS members in order to obtain regular employment after their year of service. CPO is also a partner in a new transitional jobs (TJ) initiative launched by Godman Guild. A TJ is a short-term job (usually 3-6 months) that allows adults who have been disconnected from the workforce to practice soft job skills and adjust to lifestyle changes required to be successful in the workplace. Coaching support is being provided to TJ participants through cpoWORKS.

CPO Building Blocks

CPO Building Blocks (BB) provides resources for parents to help their young children ages birth-5 learn and grow every day with a focus on developing early literacy and social-emotional skills. The Building Blocks Book Club is based on a home-visiting program developed by the Columbus Metropolitan Library. Trained by library staff, AmeriCorps members take a new board book to each child every month. During the visit they read the book with the child and parent and show the parent easy tips to help their child develop early literacy skills. BB also includes a supportive parent group called Nurturing Moments. Parents come together to get support and encouragement from each other and learn ways to make their families happier and healthier. The curriculum is based on the evidence-based program called Nurturing Parenting. Each Nurturing Moments group starts with a family-style meal followed by childcare while parents participate in an interactive learning session.

Eviction Prevention

Eviction prevention is the foundation of supportive services. Almost half of CPO residents become at risk of losing housing at least once each year. Property managers refer these residents directly to a case manager who attempts to engage them by phone, mail, and home visits. Residents who accept assistance receive help with the immediate issues, including linkages to rent and utility assistance when available, as well as help with budgeting and planning to prevent future issues. In 2014, an IMPACT Community Action case worker began taking appointments for utility assistance at the main CPO office to make the process easier for residents. The eviction prevention case manager utilizes Housing First concepts to teach residents to value and maintain their housing and build housing credibility for the future. Residents also access eviction prevention support through self-referrals. CPO also provides referrals for basic needs through the Furniture Bank of Central Ohio.

Outreach & Engagement

CPO’s outreach and engagement efforts began as the Safe Neighborhood Initiative (SNI) in 2010. Started in Weinland Park and expanded to include the King Lincoln and Southside neighborhoods in 2014, SNI activities include monthly Neighborhood Network Gatherings, informal neighborhood cookouts, and Neighbor Traditions. Traditions involve at least two CPO families coming together and planning an activity such as a holiday party in a courtyard. SNI has also included leadership opportunities for residents to gain confidence and skills to make positive changes in their lives. Over the past year, CPO’s outreach and engagement activities have been more intentionally linked to other Supportive Services. Last year, engagement specialists began identifying priority families to make contact with at least weekly. The goal is to support these families in moving forward in stages of readiness to make positive changes in their lives.
